Lathe problems increased, not change the speed?

Hi, I'm turning for about a year. I'm 18 and about 16 Getting Started in woodworking, because my stepfather was always working in the garage. Anyway about a week ago my step-father brought home a Central Machinery Lathe from (I white, cheap .. I told him not to buy it) that he found on Craigslist. His heart was in the right place, but his brain is not there. He did not turn it on or something to pay for it before and now she is sitting in our garage because we cannot get to work. It turns well, but speed does not seem to change. It is very difficult, the speed and turn the knob belt seems very loose when turning to a higher speed (and it looks like its spinning with the same Speed), but again firmly with the lowest rate. I'm not sure what the model number for the lathe, but its a 12×36 JET clone. Please, if someone knows it will not help. Thank you for your time reading all this.

The variable size pulley can be pulled out or simply frozen. You decompose and need to investigate, and possibly replace the pulleys.
